There are any number of parts and pieces on a steam locomotive that need attention at any one time.  What is shown here is the fireman adding sand to the sand dome.  The engineer can release a bit of sand on the rail to help with traction on slippery rail.  Shot at the now defunct sand tower in the yard in Chama NM in October 2015.
